Matthew Lubuulwa
Matthew Lubuulwa is an accomplished Monitoring and Evaluation (M&E) specialist with over 18 years of experience in evidence-based policy making, institutional strengthening and public investment management. He currently serves as a Senior Technical M&E Specialist at Uganda’s Ministry of Finance, Planning and Economic Development, where he has led the design of M&E frameworks, conducted national-level evaluations, and provided technical advisory services across government sectors and donor-funded projects.
He demonstrated exceptional leadership within the Uganda Evaluation Association (UEA), serving as Vice President (2018–2020) and President (2020–2024). During his tenure, he strengthened governance, expanded membership, and championed capacity-building initiatives that trained over 1,500 evaluators across the continent. He led high-impact platforms such as Uganda Evaluation Week and regional peer-learning collaborations between Uganda, Rwanda, Tanzania and the United Kingdom.
His technical expertise spans evaluation methodologies, project appraisal, gender and equity analysis, and multi-stakeholder coordination. He has contributed to national and international research, policy briefs, and evaluation standards, and played key roles in continental evaluation forums under AfrEA, including serving as Director of Ceremonies at the 25th AfrEA Anniversary in Ethiopia, and in Kigali 2024.
Matthew holds a Master of Science in Computer Science and multiple postgraduate certifications in evaluation and public investment management. A mentor and advocate for gender-responsive evaluation, he is committed to advancing professional excellence and strengthening evaluation systems across Africa.
