Association Pour La Promotion De L’évaluation au Mali (Apem) was created in 2006 under the initiative of national experts who worked in the field of local development. This initiative is part of the observation that evaluation is a preferred instrument of good governance allowing the initiation of a systematic process and an objective assessment of a project, a  program, or a development policy; however the period of evaluation often constitutes times of panic and stress within the structures presented to it, many of concerned actors consider it as a good measure of repression than an instrument for sharing information and orientation to achieve the objectives that development actors have set for themselves.

In order to fight against this erroneous view while remaining convinced that the aim of the development of the evaluation activities lies in the need to engage a new dynamic. Allowing the involvement of Malian experts in the regional, sub-regional and global movement of the evaluation in response to the challenges/challenges posed by the field of monitoring and evaluation of policies, programs, and development projects in Mali that the founders of “APEM” have mobilized.
