Dr. Toyin Akpan
Dr. Toyin Akpan is a Monitoring, Evaluation and Learning (MEL) specialist with 30 years of experience supporting governments, international organizations, foundations, and civil society organizations to design and implement results-oriented evaluation systems. Her expertise includes development evaluation, theory of change design, gender-responsive programming, and evaluation capacity strengthening, with a strong commitment to Made-in-Africa and culturally responsive evaluation approaches.
She founded Auricle Services, an evaluation consultancy providing advisory services, research, and professional training across Africa. She has led and contributed to evaluation assignments for organizations including UNODC, UNFPA, the Hewlett Foundation, Ford Foundation, and International Budget Partnership.
A Fellow of the Nigerian Association of Evaluators (NAE), she was part of its founding leadership and played a key role in establishing governance structures, strengthening institutional capacity, and advancing professional engagement. She has held leadership roles including maiden Assistant Treasurer and Public Relations Officer, and currently serves as Lagos State Coordinator, where she has built one of NAE’s most vibrant chapters and mentored emerging evaluators across Africa, earning national recognition for her contributions to evaluation capacity development in Nigeria.
She is also a member of Ananse, a global network of Global South consultants, and is passionate about advancing indigenous, African-led evaluation practice globally.
