From a humble beginning to an emerging evaluation hub in Africa

Dear AfrEA Members and friends,


As the founding president of the African Evaluation Association (AfrEA), I am filled with pride and satisfaction as I reflect on our journey over the past 25 years. We started with just the vision to create a platform for evaluators across Africa, and today, we have blossomed into a robust and dynamic organization; one that truly embodies the spirit of collaboration and excellence, thereby fostering evaluation in Africa. From our humble beginnings, AfrEA has become a veritable mother organization, uniting evaluators from diverse backgrounds and regions across the continent.

Our collective efforts have not only advanced the field of evaluation in Africa but have also ensured that our voices are heard on the global stage.


The progress we have made so far is evidence of the dedication and hard work of our members, partners, and supporters. Together, we have built a strong network that fosters knowledge sharing, capacity building, and professional development. Our AfrEA conferences and workshops, the AfrEA Evaluation Journal, our communication and other initiatives have become invaluable resources for evaluators, policymakers, and development practitioners alike.


As we celebrate this milestone, it is important that we also look to the future with renewed commitment and enthusiasm. There is still much work to be done, and I am confident that AfrEA will continue to lead the way in promoting high-quality, and contextually relevant evaluation that drives positive change across Africa.


Thank you for your unwavering support and for being part of this incredible journey. As AfrEA, let us strive for many more years of growth, innovation, and impact as we collectively work to sustain our African evaluation excellence.

AfrEA Presidential Council

The AfrEA Presidential Council is an innovative initiative spearheaded by our current AfrEA President, Dr. Miché Ouédraogo. Established in June 2024, it is a testament to our commitment to fostering stronger ties and enhancing collaboration within the African Evaluation Association (AfrEA) community.


The AfrEA Presidential Council comprises the Executive Committee members (President, Vice President, and Treasurer) of AfrEA's Voluntary Organizations for Professional Evaluation (VOPEs). This esteemed group plays a pivotal role in bridging the gap between AfrEA and its VOPEs, ensuring seamless communication and cooperation.


Key responsibilities of the council include:

  • Facilitating contact: The council serves as a vital link between AfrEA and the VOPEs, promoting regular and effective communication.
  • Supporting conference preparations: Council members actively assist in organizing AfrEA conferences, ensuring these events are well-coordinated and impactful.
  • Driving initiatives: Beyond conferences, the council supports various AfrEA initiatives, contributing to the growth and development of the evaluation community across Africa.

African Evaluation Journal hits one million downloads

What does this milestone mean?

The African Evaluation Journal publishes high quality peer-reviewed articles on any subject related to evaluation, and provides targeted information of professional interest to members of AfrEA and its national associations, as well as to evaluators across the globe.

Meet Dr. Mjiba Frehiwot, the new Editor-In-Chief of the African Evaluation Journal, a flagship initiative of the African Evaluation Association. Dr. Frehiwot is a Senior Research Fellow at the Institute of African Studies, University of Ghana. Mjiba thinks deeply about how to decolonize and re-Africanize knowledge production in Africa. She engages in debates, discussions and research around Made in Africa Evaluation and its ability to serve as a vehicle for development in Global Africa.

 

Her primary research focuses on Pan-Africanism, African political thought, Made in African Evaluation and social movements in Global Africa with a focus on Ghana, Tanzania and the United States.

 

Dr. Frehiwot is engaged with several funded projects that centre questions of decolonization, African Agency and Pan-Africanism. She released her first film titled “Umoja: Africa Must Unite Now” in 2022 and screened it in multiple countries inside and outside of the African continent. She is also the Treasurer of the African Studies Association of Africa (ASAA).

 

Most recently, she co-edited two critical special issues. The first is co-edited with Dr. Cheikh Thiam in Global Africa Journal titled, Pan-Africanism, African research and global issues. The second is co-edited with Mark Abrahams in the African Evaluation Journal, titled, Dr. Sulley Gariba Memorial Issue - Addressing Knowledge Asymmetries. She has published several journal articles, book chapters and technical reports.

 

Dr. Frehiwot, therefore brings a wealth of experience and a deep commitment to advancing the field of evaluation in Africa. With a distinguished career in both academia and practice, she has consistently demonstrated her dedication to rigorous and impactful evaluation work.

 

Her leadership and vision will undoubtedly guide the African Evaluation Journal to new heights, fostering a platform for innovative research and dialogue that addresses the unique challenges and opportunities within the African context.

 

Dr. Mjiba Frehiwot is taking over from Dr. Mark Abrahams who did and extraordinary job bringing the journal to its current level from inception. We are confident that under her stewardship, the AEJ will continue to thrive and contribute significantly to the field of evaluation.

AfrEA President delivers welcome address at high-level panel on evaluation, peace and development in Cote d'Ivoire 

AfrEA President Dr. Miché Ouédraogo, delivered the opening address of the 2nd edition of the high-level panel on evaluation, peace and development, organised as part of the celebration of the 10th anniversary of the Ivorian Initiative for Evaluation (2IEval).


During this event, he reaffirmed AfrEA’s commitment to promoting sustainable and inclusive development in Africaadding that evaluation can play a key role in conflict prevention, peacebuilding and the promotion of sustainable, inclusive development. He also highlighted AfrEA's new Strategic

Plan which strives to build an evaluation ecosystem that reflects the vision of an equitable and inclusive society. “Our strategic plan marks a decisive turning point in the history of AfrEA. It is a real catalyst for change, enabling us to position evaluation at the heart of our continent's development.” He said.


“By investing in the training of our members, building the capacity of national institutions and promoting an evidence-based evaluation culture, we will fundamentally transform the way we design, implement and evaluate our public policies,” stated Dr. Ouédraogo.

Country visits to VOPEs and partners

Two AfrEA Voluntary Organisations for Professional Evaluation (VOPEs) each welcomed a member of AfrEA’s Executive Committee in November 2024. While AfrEA’s President, Dr. Miché Ouédraogo met with the Ivorian Initiative for Evaluation (2IEval) and other partners in Abidjan, its Vice President, Dr. Awuor PONGE was in Kigali, where he met with the Rwanda Monitoring and Evaluation Organisation (RMEO).

Cote d'Ivoire

The AfrEA President met with Dr COULIBALY Mamadou, Permanent Secretary of the Réseau Ivoirien de Suivi et d'Évaluation (RISE) and Mr. Samuel KOUAKOU, President of the Ivorian Initiative for Evaluation (2IEval).


He was briefed on the major projects underway in the field of evaluation in Côte d'Ivoire, following the adoption by the Ivorian parliament of the law on the evaluation of public policies in 2022, and the initiatives being undertaken by these two organisations. 


He used the opportunity to present the AfrEA Strategic Plan 2024 – 2028 and to highlight AfrEA’s willingness to engage with its VOPEs to further promote evaluation on the continent.

While in Abidjan, the AfrEA President was received at the African Development Bank Group headquarters by Jayne Musumba, Division Manager at Independent Development Evaluation (IDEV) - AfDB, and members of her team, Damase Eric Sossou and Sîm-Yassah Awilêlo Badjo. This meeting enabled him to present to them the initiatives underway at AfrEA and the new partnership dynamic with IDEV, which remains one of AfrEA's very important partners and fervent supporters.


Visit to the Francophone Emerging Evaluators' Camp 

During his stay in Côte d'Ivoire, the President visited the participants of the 2024 Francophone Emerging Evaluators Camp organized by Institut le Baromètre. The visit was an opportunity for the President to encourage emerging evaluators from 4 countries and share with them the initiatives put in place by AfrEA to promote emerging evaluators.

Rwanda

AfrEA Vice President, Dr. Awuor PONGE, during his visit to the Rwanda Monitoring and Evaluation Organisation (RMEO), presented AfrEA’s strategic vision for 2024-2028 which aims to foster a culture of evaluation and evidence-based decision-making to contribute to Africa's development. 


After getting familiarised with the vision, objectives and initiatives of RMEO through a presentation by its Project Coordinator, Jean Baptiste NIYONSENGA, Dr. Ponge held a discussion with the RMEO team where he emphasized the importance of aligning the organisation's strategies with both national and international trends to unlock various opportunities. He highlighted that such alignment not only enhances credibility but also positions RMEO to access resources and technical support from diverse stakeholders.

Later in the day, the RMEO President, Alex Kashaija MUGABO hosted AfrEA's Vice-President for dinner, wherein the former emphasized their commitment to showcase RMEO as a Centre of Excellence for Evaluation Practice in Rwanda, working closely with the Government of Rwanda. AfrEA's Vice-President assured him of the goodwill and support of the AfrEA President, Dr. Miché OUEDRAOGO, on any initiatives that align with AfrEA's priority strategic objectives, and especially on mentoring Young and Emerging Evaluators (YEEs). He said so highlighting support provided to a Rwanda YEE to attend the 7th edition of the francophone emerging evaluators camp in Benin, as a reference.

Three Young and emergent Evaluators were sponsored by AfrEA to participate in the 7th edition of the francophone emerging evaluators camp, an intensive six-day training course designed to enhance the skills and knowledge of French-speaking evaluators, which held from 17 November to 23 November 2024 in Parakou, Benin. 


During the camp, the capacity of these AfrEA-sponsored evaluators and those of their peers from several other Francophone Africa countries was strengthened in the several fields of evaluation, including the formulation, planning, analysis and monitoring of the impact of public policies, programmes and development projects, in the context of globalization and digital transformation.

One AfrEA YEE was sponsored from each of the following countries: Cameroon, Rwanda, and Togo. This support was possible thanks to the a grant from the MasterCard Foundation.  

Representing the President, Carlos Akligo, Operations Manager of AfrEA gave a speech during the closing ceremony of the camp.

     

AfrEA obtains new Hilton Foundation Grant

AfrEA has secured a grant from the Conrad N. Hilton Foundation for institutional capacity building, and to support preparations for its 25th anniversary celebration and 12th International Conference. 


This grant was sought to meet AfrEA’s commitment to boost the capacity of its Secretariat and Board of Directors.

It will enable more effective project management and the promotion of evaluation initiatives both within Africa and globally.

SenEval and partners organize training on scientific articles in evaluation

The Senegalese Evaluation Association (SenEval), an AfrEA VOPE, in partnership with USAID's MEL Platform and CLEAR Francophone Africa have built the capacity of evaluators, especially SenEval members in scientific writing of evaluation articles.


The training was broken down into four (4) modules (General Principles of Science, Principles and Process of Article Writing, Ethical Aspects of Scientific Writing, Process of Submitting and Reviewing a Scientific Article) and was delivered over two full days of training. The first session took place on September 19, 2024, and the second on November 21, 2024.

Senegal National Evaluation Day

Organized with the support of Senegal's Office for Monitoring and Evaluating of Public Policies and Programs, the National Evaluation Day, held on 28 November 2024 brought together decision-makers, experts and international partners to explore the role of evaluation in sustainable development.


The event featured a strategic panel on Senegal's evaluation priorities and training for emerging evaluators.

     

“AfterWork” of emerging evaluators in Cote d’Ivoire

On 29 November 2024, 2IEval in collaboration with EvalYouth Côte d'Ivoire organised a meeting for emerging evaluators on the theme “Employability and training in the public policy evaluation sector: challenges and prospects”.


Organised as part of activities to commemorate the 10th Anniversary of the Ivorian Initiative for Evaluation (2IEval), the meeting brought together some thirty participants from youth organizations, public and private sector structures, civil society, international institutions and training centres. Participants discussed the challenges and prospects for skills development in emerging sectors, specifically in the field of development evaluation.

     

AGDEN showcases indigenous evaluation practices in Africa

In 2023, the Ford Foundation made a grant to the global EvalIndigenous network to undertake a project whose goal was; to curate concepts, theories and practices of Indigenous evaluators and knowledge holders, disseminate the findings to a global audience, Indigenous peoples, evaluation funders and decision-makers, and strengthen demand for Indigenous evaluation practices.


The project was  undertaken in Africa, Asia and Latin America and the Caribbean.

AGDEN implemented some of the Africa project activities through seed grants. It provided grants of up US$ 1500 each to five small research groups from Kenya, Tanzania, Cameroon and Cote d’Ivoire.

 

On Thursday, 14th November, EvalIndigenous and AGDEN hosted the Francophone presenters; Arnoux M. Nopi and Dago K. Bebey   at a webinar facilitated by the two Co-Chairs of EvalIndigenous Fiona Cram PhD and Serge Eric Y. Djiam CE, where the findings and lessons of their research were shared. Their research plans for phase 2 of the project which has already been approved and funding provided were also discussed.

On 13 December 2024, the Ivorian evaluation community, including project, program and public policy evaluators, emerging evaluators, VOPEs, and decision-makers will converge at the TIAMA hotel in Abidjan to participate in the anniversary gala marking 10 years of existence of the Ivorian Evaluation Initiative (2IEval).

Amongst other interesting highlights during the event, there will be the presentation of awards to the winners of the 8th edition of the “Evaluation d'Or” Excellence Award, and the official presentation the “Youth in Evaluation Emerging Super Champion” international prize, 2024 edition, awarded to 2IEval by Eval4Action and EvalYouth Global Network.

     

First Annual Monitoring & Evaluation Conference in Somalia

The Somalia Ministry of Planning, Investment, and Economic Development is pleased to announce the First Annual National Monitoring & Evaluation Conference, a high-level forum for M&E professionals, government officials, development partners, academia, youth and private sector. 


Taking place from 16 to 17 December 2024 at Decale Hotel, Mogadishu, this event will focus on advancing M&E capabilities across Somalia, sharing best practices, and fostering collaboration for effective development outcomes.

     

Evaluation Capacity Development (ECD) Seminar 2025

M&E professionals from around the world are invited to the 2025 Evaluation Capacity Development (ECD) Seminar that will take place in Dar es Salaam from 25 to 27 February 2025!

 Analysis of Malawi Youth Landscape Phase II

The USAID Youth Excel: Our Knowledge, Leading Change program implemented by IREX and its consortium partners seeks to recruit a research organization to lead the qualitative and quantitative research elements of the Youth Landscape Analysis II in Malawi. 


The purpose of the Youth Landscape Analysis II is to inform USAID/Malawi’s cross-sectoral youth programming. The research organization will collaborate with IREX to develop research methodology, recruit and train enumerators, collect and analyze data and prepare reports. One award is available for up to USD $200,000 for 6 months from February 2025 to August 2025.

 Evaluation of UNESCO work on hate speech and discrimination

UNESCO is inviting qualified companies/consulting firms to submit proposals to conduct the Evaluation of UNESCO’s work to address Hate Speech and Discrimination.

 

The primary purpose of the evaluation is to provide a holistic understanding of how UNESCO has implemented initiatives addressing hate speech and discrimination and to systematically reflect about what has worked, what has not worked and to identify areas of improvements. As such, the evaluation will serve as a learning exercise for UNESCO staff and partners to strengthen, focus and better coordinate the work of UNESCO in these areas.

 

The company should have a proven record of evaluation in the field of human rights, freedom of expression, hate speech and discrimination, information and media literacy and related areas including gender equality.

 

The evaluation is planned for December 2024 – June 2025.
