It is with immense pride and excitement that I welcome you to the inaugural edition of AfrEA Insights, our monthly Newsletter. As you all know, this year marks the 25th anniversary of AfrEA, a milestone that fills us with both joy and reflection. Over the past quarter-century, AfrEA has grown from a visionary idea into a dynamic and influential organization. In the days ahead, we will officially launch activities to commemorate the anniversary. Our journey at AfrEA has been one of relentless dedication to advancing evaluation practices that reflect the unique contexts and needs of Africa. In recent months, we have embarked on a transformative path that promises to elevate our association to new heights.

This Newsletter is a glaring testament to that fact, and we are grateful to all members and partners who have contributed content for its production.
We have made
considerable investments in strengthening our capacity-building initiatives.
Recognizing the importance of equipping evaluators with the latest knowledge
and skills, we are working to launch a series of training programs and
workshops that will be accessible to professionals across the continent. These
initiatives aim to foster a community of practice that is both inclusive and
innovative.
In the
spirit of innovation, we are working to introduce a new digital platform that
will serve as a hub for all AfrEA activities. This platform will streamline
communication, facilitate access to resources, and provide a space for members
to connect and collaborate. We believe this digital transformation will enhance
our ability to support you in your vital work.
Moreover, we
are deepening our commitment to promoting culturally relevant evaluation
practices. We continue to promote context-specific evaluation frameworks and
methodologies. By grounding our work in the rich and diverse cultures of
Africa, we aim to ensure that our Made In Africa Evaluation (MEA) is not only
rigorous but also meaningful and impactful.
As we move
forward, I invite each of you to join us in embracing this new era for AfrEA.
Your participation and contributions are invaluable to our collective success.
Together, let us continue to advance the field of evaluation and make a lasting

The maiden edition of AfrEA Insights spotlights AfrEA’s Council of Elders.
A constitutional requirement reawakened by the current President, it is an advisory body of the association, and consists of previous Presidents. An additional person with the requisite expertise in evaluation and/or any related professional field can be nominated consultatively by the sitting Board until the next Board election.
The Council of Elders, upon request by the Board, advises on any issue that may emerge in the course of the running of any entity of AfrEA. Whether individually or collectively, it is not permitted to interfere with the functions of the President, the Executive Committee, the entire Board or the Secretariat, except where situations exist that may undermine the corporate existence of AfrEA.
The Council of Elders meets on an annual basis. Its chairman or any member can perform a function as may be assigned to them by the board. Neither the Council nor any of its members is authorised to behave in a manner that will constitute direct or indirect interference with the function of the President, the Executive Committee, the Board, or individual board members or a Secretariat staff, including in the processes of the election of subsequent members to the Board, except where situations exist that may undermine the corporate existence of AfrEA.
The first meeting of the Council of Elders was held on June 3, 2024, with 8 former AfrEA presidents in attendance.

The President of AfrEA led a delegation on an official visit to the Office of the Vice President of the Republic of Ghana.
The delegation was made up of members of the 11th (previous) and the 12th (current) Executive Committees of AfrEA, as well as the Secretariat staff. Received by Professsor Kwaku Appiah-Adu, Senior Policy Advisor to the Vice President, the visit provided an opportunity to present the new AfrEA Executive Committee and the priorities of AfrEA's new strategic plan.

Miché embarks on an African tour
|
|
The President of the African Evaluation
Association, Dr. Miché Ouedraogo has embarked
on working visits to several stakeholders in the evaluation sector in Africa, including
some AfrEA Voluntary Organisations for Professional Evaluation (VOPEs), and
government officials. In these visits, he presented AfrEA's new strategic plan
2024 - 2028 and called for collaboration with AfrEA, which is poised to transform
the evaluation landscape in Africa. In this maiden edition of AfrEA Insights,
we bring you highlights (through pictures) of these visits.

In Benin, he met with the leading players in public policy evaluation, namely the
Directorate General for Evaluation and the Observatory of Social Change
(DGEOCS) and AfrEA VOPEs, namely the Benin Monitoring and Evaluation Network
(ReBSEv) and the Office of the Evaluator (Budéval).
|
|
|
|
|
|
|
In Guinea, he was received in audience by the Minister of Labour and the Civil Service of the Republic of Guinea Faya François Bourouno. He also held a meeting with the management of the Guinean Monitoring and
Evaluation Network (ReGUISE).
|
|
|
|
In Senegal, he held a working
session with the management of the Senegalese Evalation Association (SenEval). He took the opportunity to pay tribute to Ian Hopwood, one of the biggest promoters of evaluation in
Africa, and a tireless supporter of SeneEval and AfrEA.

AfrEA Participates in the 9th General Assembly of APNODE
|
|
The President of AfrEA, Dr. Miché Ouedraogo, and the Treasurer, Ms. Eddah Kanini, both participated at the 9th General Assembly of the African Parliamentary Network on Development Evaluation (APNODE) from 28 to 30 August 2024 in Cotonou, Benin.
The General Assembly which coincided with the network's 10th anniversary celebrations, was an opportunity for parliamentarians to reflect on APNODE's achievements and future development prospects.

The AfrEA delegation was involved in conducting training for parliamentarians and actively engaged in panel presentations during the event.
The APNODE General Assembly was held under the theme; ‘A decade of capacity-building for African parliamentarians for better legislation, quality control and evaluation of public policies: Reflections, collaboration and prospects’. It was a perculier moment for parlimentarians engaged in evaluation to network.

Uganda Evaluation Week
2024: AfrEA calls for inclusion of YEEs in evaluation
|
|
The
8th Uganda Evaluation Week, organized in partnership with the Uganda Office of
the Prime Minister, was held from August 19th to 23rd, 2024 in Kampala,
Uganda. The event brought together over 250 participants, including M&E
practitioners, policy makers, academics, and development partners, to explore
innovative approaches in monitoring and evaluation (M&E). It held
under the theme “Development with Purpose: Empowering Accountable
Learning for Achieving Development Goals and Enhancing Climate Resilience”.
|
|
Closing the
event, the President of AfrEA, represented by Ssenyondo Vicent, the East Africa
Regional Representative on the AfrEA Board of Directors reaffirmed AfrEA’s
commitment to capacity development, and its determination to foster evidence-based
development policies across Africa.
He highlighted AfrEA’s role in promoting evaluation
standards and encouraging the use of evaluation to drive evidence-based
development policies. He also expressed AfrEA’s pride in providing bursaries to
emerging evaluators, reaffirming AfrEA’s mission to build a strong
evaluation culture as well as spearheading the Made in Africa Evaluation
across the continent.
The
conference sought to advance monitoring and evaluation by shifting focus from
accountability-driven evaluations to practices that emphasize learning and
impactful outcomes.

It also explored the evolution towards evaluations that prioritize shared learning, go beyond evidence generation, and foster strong partnerships. The week-long event also spotlighted pressing issues like climate change vulnerability, enhancing utilization of evidence to achieve major milestones like the National Development Plan, the Sustainable Development Goals (SDGSs), innovation in evaluation practices (tools and techniques), data-driven decision-making, and evaluation for policy development.

Pre-conference professional training workshops, panel discussions, and technical sessions were held prior to the start of the conference. These provided intensive, hands-on training in advanced M&E methodologies, equipping participants with practical skills for real-world challenges. 43 YEEs were sponsored by partners to attend the conference and selected workshops as part of upskilling evaluators for posterity.

Two AfrEA YEEs excel at the Tanzania MEL Conference 2024
|
|
Two
Young and Emerging Evaluators (YEEs) from the Tanzania Evaluation Association
(TanEA) who were supported by AfrEA, exhibited prowess during the 3rd Tanzania
Monitoring, Evaluation, and Learning (MEL) Conference, in Zanzibar, Tanzania,
from September 17th to 20th, 2024. Held under the theme “Transforming
Service Delivery with Technology-Driven Monitoring and Evaluation”, the
conference drew over 718 participants, including government officials, NGOs,
and universities. Key topics discussed included the use of big data in M&E
and the role of technology in enhancing service delivery.

The two AfrEA-sponsored
YEEs, Gladness Kampa and Gideon Msabi, actively engaged in various conference
activities, including attending plenary sessions, and panel
discussions. They also contributed to the conference by registering new
members to the Tanzania Evaluation Association, and promoting the benefits of
membership. To further enhance the conference's reach, the YEEs managed social
media channels, sharing live updates and key takeaways

Amongst other engagements,
Gladness made a presentation on the status of the implementation of the
resolutions of the 2023 MEL Week in Arusha, while Gideon served as a rapporteur
for one of the sessions, and presented a research paper titled "Young
and Emerging Evaluators as a Catalyst for Future Monitoring and Evaluation
Profession in Tanzania: Challenges and Prospects."

The
YEEs expressed their gratitude for the opportunity provided by the AfrEA
bursary. "This bursary has been a game-changer. The knowledge
gained here will shape my future work in M&E" said Gideon.

The 9th
Biennial Conference of the South African Monitoring and Evaluation Association
(SAMEA) took place from 7-9 October 2024 under the theme, "Vuca-Vuka!
Catalysing Change Through Monitoring and Evaluation".
One of the
main sessions of the first day was focused on AfrEA's Made In Africa Evaluation
where discussions held under the theme, "From principles to practice:

building on AfrEA's African Evaluation Principles".
AfrEA being a partner to
the event, SAMEA Conference 2024 successfully united industry leaders from
South Africa and beyond, offering delegates valuable insights and creating an
enriching experience for everyone involved. AfrEA supported the participation of
some evaluators to the conference.

AfrEA participates in 2024 Africa think tank summit in Cote d'Ivoire
|
|
Represented
by its West Africa Board representative, Senegal-based Fatimata Gaye, AfrEA
actively participated at the 2024 AFRICA THINK TANK SUMMIT in Abidjan,
Cote d’Ivoire organised by the African Capacity Building Foundation (ACBF). This year’s summit, themed “Evidence-Based Strategies for
Sustainable Climate Financing in Africa,” provided a platform to recognise the
exceptional contributions of think tanks in shaping Africa’s policy landscape.

Speaking
at the CEO plenary session entitled ‘Financing climate resilience and
adaptation in Africa’, on 9 October 2024, Ms. Fatimata called for an
introspection on the quality of project proposals in Africa, lamenting
the limited nature of reliable data which according to her, does not facilitate
high-quality arguments. She also denounced poor governance often observed in
Africa, which she said is not conducive for confidence. Ms. Fatimata said these
factors contribute to the weakness of Africa’s negotiating position.

Pointing
out the statistics for African scientific publications, which are very low
compared with the rest of the world, and the fact that Africans who publish
outside their continent are not counted for Africa, Ms. Fatimata called on researchers
to improve Africa's image in this area through innovative research, and by
promoting African publication platforms such as AfrEA's African Evaluation Journal.
Ms. Fatimata was also part of the panel responsible for validating the selection
|
|
criteria, and ranking entries in the context of the first ever award to honour
organisations that have distinguished themselves over the last decade in the
field of research, capacity building or the development of new policies, and
that have had a positive impact on the continent.
This participation testifies to the renewed partnership between AfrEA and the African Capacity Building Foundation (ACBF), to whom AfrEA extends gratitude for being associated with this major event.

The Higher National School of Statistics and Applied Economics
(ENSEA) Centre of Excellence, in Abidjan, in collaboration with the
Abdul Latif Jameel Poverty Action Lab (J-PAL), an institution specialised in impact
evaluation for the past twenty years, awarded certificates to the first batch of graduants of its Public Policy Evaluation Certificate Program. That was on Tuesday 22 October 2024.

The 28
recipients of this first batch, amongst them, Mr. Elisée Kouman, an AfrEA
Emerging Evaluator and member of 2IEval, were congratulated by the authorities
present for the quality of their work. The ceremony, which marked the
culmination of 9 months of training, was held under the patronage of Mrs Nialé
KABA, Minister of the Economy, Planning and Development, and in the presence of
Professor Pascaline Dupas, Scientific Director of J-PAL Africa.

by the Ministry of the Economy, Planning and Development of Cote d'Ivoire, Mr. Samuel KOUAKOU,
President of 2IEval, the Ivoirian Evaluation Initiative (an AfrEA VOPE in Cote
d'Ivoire), and former Vice-President of AfrEA, took part in the ceremony alongside several representatives.
Government services including structures and institutions like the Prime Minister's Office, the Senate and the National
Assembly were part of the event.

RMEO organises workshop on strengthening M&E
practices
|
|
The Rwanda
Monitoring and Evaluation Organization (RMEO) is embarking on a project aimed
at enhancing its organizational capacity and equipping young and emerging
evaluators with essential skills, knowledge, and opportunities.
Within that framework, a workshop was organised
from 24 September to 27 September 2024 to provide technical training and
mentorship opportunities to evaluation practitioners within RMEO, young and
emerging evaluators, and other local partners in government and civil society.

Djibouti Evaluation
Association contributes to the final review of National Development Programme
|
AfrEA VOPE,
Djibouti Evaluation Association actively participated in the final review of Djibouti’s National Development Plan (NDP), a UNDP-supported work plan of
the Economic Directorate of the Ministry of the Economy and Finance of
Djibouti.
This final review brought
together various stakeholders including sectoral ministers, public
institutions, civil society, local authorities, development agencies. Five
working groups examined the indicator trends for the NDP's strategic areas
using the NDP indicator matrix. The Djibouti Evaluation Association was
represented in each of these working groups.

AfrEA joins experts in West
Africa to discuss macroeconomic models and microeconomic simulations
|
Represented
by its West Africa Board Representative, Ms. Fatimata Gaye, AfrEA participated
virtually in a session on impact assessment using macroeconomic models and
microeconomic simulations: experience and prospects of BOAD-Joint Research
Centre collaboration with the European Union, from 23 and 24 September 2024. Organised by BOAD's Impact Monitoring and Evaluation Unit (USEI)
and the European Union's Joint Research Centre (JRC), the workshop examined the
possibilities offered by a number of specific models for ex ante micro and
macro economic impact assessment, while examining opportunities for
collaboration.

European
Evaluation Society (EES) Conference 2024
|
|
Two members
of AfrEA's Executive Committee represented the association at the 15th European
Evaluation Society (EES) Conference that took place from 23 September to 27
September 2024. AfrEA’s President, Dr. Miché Ouedraogo, and
Treasurer. Ms. Eddah Kanini spoke in separate panel discussions.
The
President was part of a panel session titled, “Strengthening the Role of
Partner Countries in Evaluating Development Cooperation - Mutual Accountability
for Better Evaluation” organized by German Institute for Development Evaluation - DEval.
On her part,
the Treasurer presented on “A paradigm shift towards application of health
systems concept in Evaluation for transformative change” and participated in a
fishbowl session, which created an open and dynamic space for discussion.
A major highlight of the Conference for AfrEA was the opportunity it created for networking and collaboration in the global evaluation space.

National
Evaluation Capacities (NEC) Conference 2024
|
|
AfrEA’s
President, Dr. Miché Ouedraogo, and Vice President, Dr. Awuor Ponge attended
the National Evaluation Capacities (NEC) Conference which held from 14 October
to 18 October 2024 in Beijing, China.
In a panel
discussion on the theme “Expanding the evaluation system - working with
academia and VOPEs to support capacity and capability in evidence generation
and use”, the President highlighted the importance of establishing a platform
that brings together evaluation stakeholders for learning, knowledge and
experience sharing, also stressing the importance of AfrEA to partner with the
African Union to support the use of evidence for regional milestones like
Agenda 2063.
On his part, Vice President Awuor Ponge participated in a discussion session that mainly focused on the implementation of
|
|
sustainable learning and knowledge sharing through reciprocal approaches. In
his presentation, he emphasised the need to create more spaces for reflection,
learning, and innovation, and thereby leverage diverse perspectives and
expertise to develop creative solutions to new challenges.
Under the leadership of the
AfrEA President, the
African delegation at the conference was mobilized to discuss better
collaboration measures. The meeting recorded 28 participants from each of
the regions of Africa - East, West, Central,
Northern and Southern. AfrEA’s new Strategic Plan 2024 – 2028 was presented
during the meeting, after which participants expressed challenges within the
context of the African evaluation sphere. The meeting was a genuine moment of
communion, one which AfrEA used to preach and promote
unity within African evaluation stakeholders.

American
Evaluation Association (AEA) Conference 2024
|
|
The Vice
President headed an AfrEA delegation to Portland, Oregon in the United
States where they participated in the American Evaluation Association (AEA)
Conference 2024.
Prominent
during this conference was the distinguished invitation by the President of the
American
Evaluation Association (AEA), to AfrEA to address the Board of the AEA. Representing the
President, Vice President Ponge highlighted AfrEA's Strategic Vision and areas
for potential collaboration between AfrEA and the AEA. The discussions also
centred on the outcome of activities on Research on Peace, Democracy and
Governance, AfrEA being a partner of the AEA thematic interest group on this
subject.
In a
Presidential Strand, the Vice President made a presentation highlighting
AfrEA's impact on African Young and Emerging Evaluators (YEEs). He highlighted
AfrEA's role in building the evaluation capacity of YEEs which goes beyond
traditional training and networking to a holistic approach, encompassing local
initiatives, global engagement, and advocacy for youth inclusion.
In another
panel session, he discussed how indigenous communities in Kenya use traditional
leadership to influence development projects, highlighting the challenges with
these voices, and what hinders stakeholders from listening to the voices of the
indigenous communities.
On her part,
AfrEA's Treasurer, Ms. Eddah Kanini highlighted some barriers to effective
evaluation in Africa. She lamented the fact that some easy-to-reach communities
sometimes receive skewed information that unfortunately becomes the basis for
evaluation, leading to somewhat misleading conclusions. A take-home message
from her discourse; "Evaluation is meant to inform policy."
During the closing
ceremony, AfrEA, through its Vice President, addressed participants of the
conference. He praised the partnership between AfrEA and the AEA Thematic
Interest Group (TIG) on Democracy, Human Rights and Governance (DRG) and
disclosed the mutual interest by both parties to elevate the collaboration to a
full scale partnership between AfrEA and AEA.
AfrEA brought together most Africans in the diaspora and in Africa who were participating in the conference to discuss strengthening collaboration, and the evaluation sector as a whole in Africa.

recent tour to Europe, Dr. Miché Ouedraogo, President of AfrEA undertook official visits to several partners where he presented AfrEA's

In
a Press Release issued on 23 October 2024, EvalPartners and IOCE announced
the appointment of Adan Ruiz Villalba and Khalil Bitar as the new Co-Chairs of
EvalPartners. In their leadership roles, they will guide EvalPartners
with the new Global EvalAgenda and collaborate closely with the EvalNetworks -
EvalGender+, EvalSDGs, EvalYouth, EvalIndigenous, and the Global
Parliamentarians Forum for Evaluation - on initiatives aligned with the
EvalAgenda 2.0. They will also develop new initiatives to further strengthen the growing
momentum for evaluation worldwide.

anniversary of the Niger Monitoring and Evaluation Network (ReNSE)
|

Under the
distinguished patronage of the Prime Minister of Niger, the Niger Monitoring
and Evaluation Network (ReNSE) will be commemorating its 25th anniversary under
the theme “Strengthening sovereignty and refoundation through evaluation to
promote virtuous governance, a culture of results and increased
accountability”.
The keynote
activity to mark the anniversary will be held on 19 November 2024 at the
Mahatma Gandhi International Conference Centre, Niamey.

National Evaluation Days (on electrification projects)

From the 30
November 2024 to 28 February 2025, a series of communications on methods for
assessing the monitoring and evaluation system for electrification projects in the Democratic Republic of Congo, will be organized by the National Network of Evaluators in the Democratic
Republic of Congo (RENECO), an AfrEA VOPE in the DRC.
|
|
|
|
Civil society actors,
enterprises with electrification projects, and government actors in charge of
monitoring and evaluating the national electricity policy will come together to
reflect on how to measure the impact of energy on development.
These
sessions will take place in Kinshasa as well as in other provinces
like South Kivu, Kwilu, and North Kivu.

TanEA Post-MEL Conference Impact
Assessment of YEEs' Participation

AfrEA
congratulates the Tanzania Evaluation Association (TanEA), which from 1
November to 23 November 2024, will be conducting an evaluation to assess
the overall impact of the 3rd MEL Conference on the Young and Emerging
Evaluators (YEEs) who attended. This assessment will help to understand the
benefits of their participation, areas of improvement, and how future
conferences can be more effectively designed to support YEEs.
The exercise
