rban B. TSALA has an economist background; he holds a Master’s Degree in Economics from the Faculty of Law and Political Sciences of the Cheikh Anta Diop University of Dakar (UCAD). As well as a Specialized Diploma of Higher Studies in Development and Project Management from the Catholic University of Central Africa/ Catholic Institute of Yaoundé (UCAC / ICT). Mr. Tsala has a proven and varied experience as a Consultant (20 years) and as Project Controller with the Brigade of Control of the Physical and Financial execution of HIPC projects, where he was the National Expert in charge of the “Health Sector” project portfolio from 2007 to 2012.
He is also the National Coordinator of the Center for Reflection and Action for Local Development (CRADEL). Specifically, it has good expertise in decentralization, local development, project development and evaluation, capitalization, facilitation, and support of learning processes, etc. He has some collaboration experience with the following organizations and institutions: the State of Cameroon, the State of Congo, the Special Fund for Intermunicipal Equipment and Intervention of Cameroon (FEICOM), USAID, UNDP, GIZ, World Bank, etc. In terms of communication, Mr. Tsala speaks and writes French fluently. He has a professional level in English. Mr. Tsala is currently an Associate lecturer at the University of Yaoundé I for a Professional Master’s in the Department of Sociology, in particular on the subject of evaluation.
Regarding associative life, Mr. Tsala is the President of the Cameroon Development Evaluation Association (CaDEA). Also, he was elected as the Representative of the Central African Region at the Board of Directors of the African Evaluation Association (AfrEA) since the 8th AfrEA meeting held in Kampala (Uganda) from March 27 to 31 2017.
