Urban B. TSALA -Biography

Urban B. TSALA has an economist background; he holds a Master’s Degree in Economics from the Faculty of Law and Political Sciences of the Cheikh Anta Diop University of Dakar (UCAD). As well as a Specialized Diploma of Higher Studies in Development and Project Management from the Catholic University of Central Africa/ Catholic Institute of Yaoundé (UCAC / ICT). Mr. Tsala has a proven and varied experience as Consultant (20 years) and as Project Controller with the Brigade of Control of the Physical and Financial execution of HIPC projects, where he was the National Expert in charge of the “Health Sector” project portfolio from 2007 to 2012. He is also the national Coordinator of the Center for Reflection and Action for Local Development (CRADEL). Specifically, it has a good expertise in decentralization, local development, project development and evaluation, capitalization, facilitation and support of learning processes, etc. He has some collaboration experience with the following organizations and institutions: State of Cameroon, State of Congo, Special Fund for Intermunicipal Equipment and Intervention of Cameroon (FEICOM), USAID , UNDP, GIZ, World Bank, etc. In terms of communication, Mr. Tsala speaks and writes French fluently. He has a professional level in English. Mr. Tsala is currently Associate lecturer at the University of Yaoundé I for Professional Masters in the Department of Sociology, in particular on the subject regarding evaluation. Regarding the associative life, Mr Tsala is the President of the Cameroon Development Evaluation Association (CaDEA). Also, he was elected as the Representative of the Central African Region at the Board of Directors of the African Evaluation Association (AfrEA) since the 8th AfrEA meeting held in Kampala (Uganda) from March 27 to 31 2017.

Urban B. TSALA is an economist by training at the base, holder of a master’s degree in economics, option management at the Faculty of Legal Sciences and policy at the University Cheikh Anta Diop of Dakar (UCAD). Mr. Tsala is also holder of a diploma superior specialized (DESS) in development and Management of the projects of the University Catholic of Africa Institute Central Catholic in Yaoundé (UCAC/ICT). Mr. Tsala has proven, rich and varied experience as a Consultant (twenty years) and as controllers of projects with the physico-financiere execution of projects control Brigade HIPC, where he has served for six (06) years the position of Expert National in charge of the portfolio of projects of the “health sector” from 2007 to 2012. Specifically, he has a good expertise in issues of decentralization, local development, development and evaluation of projects, capitalization, facilitation and support of the learning process, etc. He has experience of collaboration in the studies and missions of consultation with the following institutions and organizations: State of Cameroon, the Congo State, Special Fund for equipment and Intervention communes of Cameroon (FEICOM), USAID, UNDP, GIZ, World Bank, etc. In terms of communication, Mr. Tsala speaks and writes fluently the French. He has a professional level of English. Mr. Tsala is currently teaching associated with the University of Yaoundé I – Department of Sociology for professional Masters, including on the topic of evaluation. As part of community life, Mr. Tsala is President of the Cameroon Development Evaluation Association (Gordon). He was elected to the Board of Directors of the African Association of assessment (AfrEA) in the 8th Conference, which was held in Kampala, Uganda from 27 to 31 March 2017, as representative of the Central Africa Region. Mr. Tsala is also Coordinator of the center of reflection and action for Local (CRADEL) development.
